I do not understand. Why doesn't the proletariate, the larger of the two classes, not simply eat the other one?
America is a country where billionaires find it cheaper to finance elections to get people in who will cut their taxes than to just pay the taxes. This is called democracy, apparently.

THE PROLES..haven't you read 1984? They never use their power. Even in much much smaller groups the dynamics are the same. People are like sheep that just do what the herd does. Don't mean to sound misanthropic, but people constantly fail to recognize their power.

I'm about 90% sure it's a matter of being obligated to pay something (e.g. taxes) makes them feel like suckers but buying off politicians is "making deals" & makes them feel smart & powerful. It could be costing them more but they'd still do it.
