Interesting question in so much as I do love the idea of the Star Trek teleporter. As I understand things though, you can never even know the arrangement (position and velocity) of all the particles in a person much the less replicate it.

The Teleporter was thrown in to save money by not having landing craft. Along with the Universal Translator, it is storytelling convenience. The Next Generation introduced the Holodeck so a producer could funnel money to his costume designer girlfriend.
