I think people in Star Fleet weren't using it for sex, because it was a military vessel with family where assuredly people could be monitoring you/walk in at any time On the other hand, they don't even try to hide the fact that Quark's is a holodeck brothel

This is exactly what happened to Tuvok. He tried to relieve his Pon Farr by boning a holo-version of his wife. Janeway (unaware of Tuvok's deadly blue balls) suddenly shut down the holodeck, because they were flying through space where holo technology is forbidden.

Is it weird that I'd mostly use a holodeck to play through Jane Austen-style scenarios? Sharing meaningful looks with gentlemen from across crowded ballrooms, standing up to mean dowagers, rocking empire-waist gowns, that sort of thing?
