differences I see between a guillotine and a gun: 1) a guillotine requires the target to already be subdued, & therefore useless for defense

Given America's track record with private gun ownership, I'm uneasy about private guillotine ownership. Obviously, guillotines should be public property. Set up right next to the library/community center in every town.
