In some fields, your first paragraph is already the case. They pay more money to people with degrees, so they are indirectly paying for the degrees.

When tempted by such logic, replace the named investment with "car" and see if it makes sense to you. In this case, we would not expect everyone's car to be paid for by their employer or the public. If we did, we would all drive crappy cars. We want choice, not "free" cars.

Yes, your employer should pay for your commute. Some companies do, too. They provide bus passes, parking and/or reimburse for milage etc.

Let's be democratic: If the public gives money to fund educational programs, the public has the right to be very specific about the educational programs it wishes to fund. Not funding astrology and young earth educational programs seems entirely reasonable, for example.
