        3. Important: The committee of 19 experts said the "most plausible mechanism" causing the injuries was "directed, pulsed radiofrequency energy" — not "continuous" energy.         4. Some US officials say the Trump administration acted differently on the various episodes because of politics. They say Trump wanted to reverse Obama's opening w/ Cuba, so took harsh measures against Havana. But he wanted trade talks with China and is friendly toward Russia.

        6. GQ article by @juliaioffe went into detail on CIA officer @Mpolymer and discussed events in US. CIA used cell phone data to place Russian FSB officers at sites of overseas attacks.         Actually, There is another theory: the Zika epidemic and strong mosquito repellants. I remember there were several unexplained deaths of US tourists in the Caribbean at the time.
