Wasn’t the El Paso shooter brought into custody without the police having to shoot him? Why can police do that in El Paso (and Aurora, CO, and other shootings when the perps aren’t also suicidal), but not with unarmed black people?

It's the difference between surrendering to officers as opposed to trying to wrestle an officer's guns away from him. This isn't difficult.
