i can't speak for her, but what i heard was: there has not been dedicated research on gun violence as a health issue. without data about how and why gun violence occurs, it is difficult to craft good policy to address it.

since owning firearms is a constitutional right, it's also difficult to actually institute a solution that's not unconstitutional... it's a uniquely American problem, and i admire Warren's courage to honestly say we need to research first
