I agree. Congress, the time to act is now. Mr Mueller said he couldnt indict him but Congress should look into the matter. That's a flashing green light if I ever heard one.

My question: If Congress doesn’t, then what? They haven’t so far despite everything. If it’s their responsibility to do so and they don’t, who’s next in line to take responsibility?
