The military has never been able to better anything by contracting it out. Yet they continue to fall for the same old line when contractors tell them that “we can do it for you cheaper, better, and faster.” The contractor gets rich and the military suffers.

What do you mean comparatively recently? I recently retired after working for the Army for 38 years and they have been contracting services for longer than that. And paying more than what it cost to do in-house.
Within the last 30-50 years. I don’t know the exact details of military privatization but I know an approximate timeline and that it accelerated in the Reagan and Bush II era.
