NB: There is a difference between average urban incomes and the urban incomes of people who migrate (average urban incomes are 4 times rural incomes, but the wages of the jobs they often take are only 1.5 times rural incomes).

This is not quite accurate. Wages holding occupation constant across small town/Nairobi is 1.5x, but many migrants change occupation. So the relevant number for migrants to consider is >1.5x, but probably <4x.
