I think that’s fair, if the idealist claim is that cognitive construction plays a critical and ineliminable role in our ability to experience a world (loka), then the Yogācāra philosophers—like many other buddhists—are idealists.

I think it's the claim that everything is of the nature of mind (even if that gives out in ineffability)--the difficulty is the scope of "everything" and what "the nature of mind" means
