Van Gelder presented it at a 1991 conference in San Marino with me, Varela, Dennett, Bert Dreyfus and others, and we all pointed out that the Watt governor was old news--first generation cybernetics, not second-generation, & not a meta-dynamical system (one that learns to learn)
