Don't Dharmakirti's words here "depend on human beings," and thus "trigger the arising of concepts," and therefore fail to "reveal [real] things"? By his own logic, that is.

Yes, but he would say he's using the words according to convention, where they have pragmatic efficacy without needing to reveal real things, and especially not Vaiśeṣika universals.
