I don't think of meaning-making as arbitrary; it happens in and through interaction with things present in the world.

Ok, meaning making is commonly understood as an abstraction, or as counter to 'reality' so wanted to make that point.

Meaning making is surely associative: it adds to our resources so we have more possible options for more adequate beliefs in response to new conditions.
