What if deontology is actually right?

Hmm. I suppose deontology could lead to the best results, but adhering to it might be against the rules.

Deontology should always be used to evaluate the morality of actions. Utilitarianism should (usually) guide policy. The best policy at a given time may be morally wrong. But that's no reason not to implement the policy. It's even less of a reason to pretend it's morally right.
