What's wrong with fingerprint unlocking? Is it just to save like 300ms by not needing to push a button?

It's because the fingerprint sensor costs money and forces them to have a thick lower bezel, whereas FaceID uses the camera that's already part of the phone.

That’s wrong. To my knowledge, there are 2 additional cameras used for facial recognition (in addition to the front camera and proximity sensor) on the new phones.

It's actually additional cameras which can process infrared light, and an emitter which casts hundreds of dots on your face for 3D mapping. It's basically a miniaturized next-gen Kinect or RealSense camera.

Also, the recognition data is local to the device and inaccessible to software, same as TouchID. Though theoretically, an app distributed outside the store could access the raw data from the camera itself and roll their own facial rec with it; there just isn't access to the print

This risk isn't eliminated with app store apps, but it is diminished as it's more difficult to slip such a function under the radar and keep it hidden. If Apple practices due diligence in monitoring True Depth API usage, they can counteract abuse.
