There are plans, but typically not on time scales of more than a few months, & often they fail / produce unintended results. Your style of thought blinds you to their (very abundant) mistakes. It's always has to be part of some deeper more complicated scheme

You realise evil plans, when they are stupid and fail, often have terrible malicious outcomes anyway; and that the elites don't care, because they have contempt for us? Nobody is arguing about the malice of elites, or the harm they do, only about how to conceptualise events.

Imagine a drunk, who enjoys a great deal of legal immunity & has contempt for the peasants. He's out of vodka & so drives to the liquor store to get more. Along the way he maims various pedestrians, crashes, and ends up in the hospital.

What I'm warning against, is theorising overmuch about why those specific pedestrians had to be maimed in precisely that way, because there is generally (not always) a much simpler explanation, involving human appetites, carelessness, & contempt for national subject populations.
