We never stopped having kings & queens, the only thing that changed is they no longer even pretend to care about the people they rule over.
We also lost the ability to... ahem, "dispose" of those nobles and use that disposal as a warning for the next set of nobles on what their priorities should be. After all, they don't "REALLY" rule you, they just have money, so you're not allowed to push back meaningfully.
