Public opinion isn‘t of much importance to them, because they hold actual power in corporate, political & communications institutions. So, they try to influence public opinion, sure, but ultimately they don‘t care very much about that & they do unpopular things all the time.

I understand this is your premise, but for the most part it’s wrong, even naive. Public opinion is almost never decisive. This is not to say that western regimes don‘t deploy propaganda or psychological strategies, but public opinion is secondary to leftist power & shaped by it.
