There's not enough money in the global economy for the first clause in that screencap. They'd Zimbabwe the US by printing money to fulfill it. They're insane. Plus, the UBI dream of paying people to stay home and fap would produce unsocialized savages.
I‘m trying to game it out, because congressional salaries in US (afaik) aren‘t really a political force in themselves. So the congress tries to save on UBI by lowering their salaries, but then they subject everyone‘s bank account to a 2% annual tax.
