I've never seen this discussed anywhere, but in Jan/Feb, you heard about kids receiving these things, teenagers, totally healthy people Even *I* got a letter from the government saying I had been identified as "vulnerable" and was entitled to make these subsidised purchases.
You would be forgiven for thinking they wanted to move as many of these subsidised masks as possible and pour the maximum amount of health ministry funds into the apothecaries.
It's a grift, like the defense contracting that thoroughly and irremediably corrupted the already corrupt American political system, and made NoVA one of the richest regions of the country.
