On the one hand, Merkel's government uses high ICU occupancy to justify lockdowns. On the other hand, they literally subsidise hospitals that report ICU occupancy in excess of 75%.

Since fall I have been saying that something is wrong with reported ICU capacity & occupancy in DE A big part of that something, others have discovered, is that hospitals under-report capacity, in order to qualify for government subsidies. In general, hospitals have shown more ability to expand capacity under covid stress than was assumed. It's almost as if highly paid hospital administrators turn out to be pretty good at their jobs when forced to be.

German hospitals have never had to operate beyond their ordinary capacity, is the thing. Some of them merely started under-reporting ICU capacity, after the government started granting subsidies to hospitals with mostly-full ICUs.
