If rightly managed, mafias allow inevitable consumption of vice to occur in ways that are least harmful to broader society. You‘re not going to end these appetites; you can at best outlaw them, & give guarded unofficial licenses to orderly providers, who reduce demand pressure.

I don‘t know the Tarantino explanation, but the Americans with ‚war on drugs‘ tried literally to end drug use; instead of managing and directing demand, installing a pressure release, they tried to just stop it up. Then they had to deal with pipes bursting everywhere.
