If cases are falling before you open, & they continue to fall as you open more, & they are approaching zero as you achieve last summer‘s level of openness - maybe it’ss time to drop mask rules & capacity limits, b/c nothing you did to this point has mattered at all.
And of course to all of that comes the fact that the imposition of mask rules did absolutely nothing to reduce cases. It is also hard to find any effect at all for capacity limits, or the other measures. They merely make most pubs & restaurants economically unworkable.
