Will it just be Bavaria or all of Germany south of the Mainlinie?
The People's Republic will comprise primarily the historical duchy. Franconia, as a semi-autonomous affiliated region, will be permitted to make its own cargo bike allowances, provided they're all taken off the streets during my state visits.

What about the Prince Bishoprics historically (often) controlled by Wittelsbacher clerics, e.g. Münster & Cologne?

Salzburg, Regensburg, Passau would be the Bavarian Fürstbistümer. If the people wish any of these to be restored I could see granting the favour, but the bishops elected to these sees would have to present themselves as co-rulers of their temporalities (with myself) ...
