Fact. This is/was a coordinated world-wide effort. It will take an equivalent world-wide effort to defeat it.
This seems like something you might know, and I have always wondered it: When and why did governments start calling certain positions "Tsar"? It seems strange to me to anglicise "Emperor" to mean "dude in charge of ***".
