Low numbers (summer) aren’t in themselves a story and they don’t scare anybody. The only reason the statistics are collected in the first place, is to encourage public support for measures. Summer numbers have no political purpose, so they’re ignored.

I don’t know too much about FOIA approval processes. Presumably people very high up in the bureaucracy had to approve this release, which would suggest he‘s lost powerful protectors. Possibly because he‘s more discredited internally than we realise ...
