And it is one part of a whole world of regulations, the clear purpose of which, is to reduce the mobility and the social contacts of ordinary Germans, by making things like travel and time spent in public places more and more inconvenient and uncomfortable.
That's the whole problem with all of these rules. They have a surface hygiene justification ("talking spreads Corona"!), but they are enacted for the deeper purpose of isolating and atomising everybody. This is really what stops Corona, the elites believe.

And these things aren't dumb rules invented by clueless schoolmarms either. A lot of them are devised by people like behavioural psychologists, and then provided as recommended policies to local governments, transit authorities, etc.
