Crime happens less on certain patches of soil (for example, patches of soil in Finnland) and more on other patches of soil (for example, patches of soil in the Congo). To reduce crime we have to move everyone from high-crime soil to low-crime soil.

I misread the Congo as Chicago; would be correct about crime levels vis a vis Finland in both cases. Hal, that 3rd year economics student from Mannheim is trolling, IMHO.

Yes, Chicago and weirdly all other American cities seem to be built on high-crime soil. Asians who immigrate to these cities go from average IQ 102 extremely low murder rate to average IQ 85 very murderous in a few months.

Sometimes the crime-generating properties of the soil vary drastically every few hundred feet. A friend of mine lived on a safe street in an extremely dangerous neighbourhood. The soil reduced murders enormously; it also turned everyone living there into Hasidim.
