It's probably that masks do pretty close to nothing in the wild. It sounded stupid when they said people didn't know how to wear them properly, but then I actually looked into it, and even small gaps between your face and mask make them close to useless.
The primary mode of transmission is now basically certain to be aerosols. It‘s a gas, basically. With properly fitted & sealed respirators (N95 / FFP2 being the minimum standard), you have a shot at escaping infection. Everything else is a total of waste of time.
The problem is that the N95s everyone has, are complete below-standard garbage & don‘t seal properly for anyone. Even if we had properly fitted respirators, their proper use (carefully sealed, can‘t touch it, take it off, etc) isn‘t compatible with everyday life
Conceivably, you could fit N95s for people in certain at-risk roles(cashiers, bus drivers), and provide the proper training, but even well-trained hospital personnel frequently fail to properly seal their respiratory, so failure rates here would be high. It‘s essentially hopeless
