I think it's the wishful thinking endemic to current ideology; whenever conflict reveals actual power(UK vs Ireland, Israel vs Arabs, etc), it's just chalked up to 'fighting over religion', nobody is at fault. Similar to blaming 'capital(ism)', not people with names, addresses
everything must be reduced to malleable cultural factors, otherwise there is no hope for solutions at the level of education or policy

I think this is truly unconscious process for elites setting policy - I remember talking to important NGO guy few years ago when there was spat of Muz terror in Germany; he was convinced Germans understood attackers were mentally ill, not terrorists, he truly believed it himself
