As I understand it, there are no plans to open indoor gastro in Bavaria at all. After Pentecost, hotels will be allowed to reopen, and indoor hotel restaurants will be allowed to serve hotel guests, but the people who actually live here will have to sit outside
This isn‘t a small thing. The spring has been very cold and rainy, so eating outside is still very uncomfortable. And for many pubs & restaurants, the few customers they can serve on their terraces make reopening economically unfeasible.
