let me know what you make of the bit about the number of ‘less valid’ degrees meaning that, when you count them up, Leipzig has, as it were, as many ungraduated as graduated. Is it that every graduate is as likely as not to have a defective degree?

I think that is the meaning of that clause; with all the crap degrees floating around no one knows what's going on.

My best equivalent so far is "there are not as many true graduates as those who are claiming to be graduates" but I'll keep you updated.
