It wasn't propaganda orchestrated by China; it was policymakers cargo-culting the Chinese response. Social media has nothing to do with it.
In the midst of social media campaigns orchestrated at least partly out of China, the German interior ministry and their modellers, as well as the RKI, were explicitly advised on testing & contact tracing by anonymous intermediaries in China ...
... so it was more than cargo-culting. They were given “secret” ready-translated documents about aspects of the Chinese response and corrected their own recommendations to accord with this information.
Then they carefully redacted all references to China out of the documents they were forced to release. Social media was a huge aspect of building political pressure in support of mass containment. These are things I’ve tweeted about heavily for months, with many direct sources.
