It's the only country to deploy them in a real battlefield against first rank adversary - I assume if they work they're going to be launched in a similar scenario. Seems silly to assume not. Doubt they're going to nuke like Syria or Iran though.
wasn’t this the scenario Martyanov contemplated *for america* in Losing Military Supremacy - America might paint itself into a corner by overestimating its strength and see nuclear weapons as least bad way out

agreed, purpose of proxy conflicts like syria & iran is that it removes immediate danger of nuclear escalation with the true, fully armed powers
