Indeed. Everyone initially copies an innovator or whatever place appears to be having success (by accident of timing), but there are never any results so each place just ends up being an impossible tangle of restrictions.
I can‘t even remember half the things that are forbidden here. You don’t need masks outside, except in the centre, on certain streets, but possibly cyclists are exempt, or possibly not. Also some cemeteries (!) require them I believe. Kids in school are tested biweekly ...
...but kids in KITAs/childcare facilities apparently not, or so I heard on the radio We used to be tethered to 15km radius of residence, & we are certainly under a 9pm curfew.
Shoe stores were allowed to open briefly in Bavaria, but then they had to close again I think. Bicycle repair shops were never closed, but they can‘t sell bicycles, or maybe they can now.
There‘s been some neighbours informing on police about contact violations in apartments here, but that kind of thing is generally deplored, also my own neighbours I trust. Perhaps our salvation will consist in police neglecting to enforce & people forgetting to follow.
