I suspect this effect is known to the government & explains some of their puzzling statements & policies. The are other clues too: The government‘s desperation to extend & harden the lockdown, whatever the stats; their premature hysteria over ICU occupancy; their baffling certainty that things will deteriorate over the next 2-3 weeks ...
... their efforts to keep vaxx out of the hands of ordinary doctors until the warm spring weather (confined to the centralised vaccination centres, where progress was much slower) — all acquire a new meaning if you imagine they fear the vaxx will increase infections in near term.

Ich bin der ewige pessimistische Optimist. Auf jeden Fall kann ihre Strategie doch nicht so blöd und einfältig sein, wie die Presse sie darstellt
