I‘m not sure anybody benefits, but political parties and ‚experts‘ who overreacted hope to save face; and their pro-containment propaganda efforts called into being a whole media & political apparatus, that they must now appease.

Even if it does end it will be temporary. This will all happen again and its a push for things like digital currency, global digital ID and social credits. The trial balloons were floated and perhaps its not flying yet. They'll try again another time, another convenient event.
