Appears likely to be a durable apparatus, akin to anti-terror measures. From their point of view, it will be tantamount to a progressive expansion of public health system. It's gone on long enough that there is an array of vested interests for maintaining the regulatory framework
House arresting broad populations, preventing most social interactions and interrupting economic activity aren’t durable policies. Anti-terror measures are mostly an annoyance but they still let you fly. Most of this will have to be ended. Some regulatory apparatus might survive.
