There is no solution here only a trade-off. The argument can't be 'Cure your migraine by looping your head off' Sure this is not an easy problem, but it's precisely these sorts of policy problems & trade-offs representative govts and experts are supposed to be good at!
I disagree that there is a problem here. Respiratory viruses are part of civilisation. They become less dangerous over time, because there is not infinite space for mutation. Ultimately they must give up function to escape immunity.
