That's pretty neat. I bet it's well insulated thermally and acoustically. I always thought it was odd how those WWII air raid bunkers were towering above ground. They must have had a reason for that design.
in some cases they were preferred where water table or other geological features made underground bunkers less feasible. also i believe in many cases they were judged to be cheaper (if less effective).

A reinforced concrete tower is better than nothing at all. It must have been a horrifying ride hunkering down for a bombing sortie all exposed like that.

My grandmother told me that one of her neighbors routinely stayed back to chuck phosphorous bombs onto the street in case of the house being hit. He waited in the stairwell to run up to the attic.
