I am wondering if there is not a “central” office giving out general guidelines for countries to implement them as they see fit. Same seems to be taking place on sub levels such as state, province, regions, cities.
After 24 February, mass containment became general WHO guidance, and lockdowns or equivalent were recommended for everyone. Clueless national public health establishments then had a ‚safe‘ option that everyone wanted to implement.
Perhaps the WHO put local medical bureaucrats in touch with Chinese advisors, perhaps China (through the WHO?) provided mass containment plans, in some (all?) cases through intermediaries.
