That’s probably true. But in this era of predatory journals there are editors who would - see for example this ‘peer reviewed’ paper https://www.jpsr.pharmainfo.in/Documents/Volumes/vol10Issue11/jpsr10111820.pdf … so I suspect someone would have.

The question we should ask is whether sunlight was a good bleach here (if it would have shown up somewhere anyway) or whether one should turn away preprints that are merely poor science not non-science (which begins to look like peer review). Opinions vary

Well, quite. So much real, impactful, credible science gets preprinted these days that just being in Biorxiv can propel downright nonsense to undue prominence.
