Not exactly capitulation. They point out what the data shows, but stop short of clearly drawing the right conclusion: the government responses to the virus are more harmful than the virus itself!

Actual excess death tally is 350 k, because CDC included 2018 in the baseline, which is a Gaussian Outlier (not sound practice) - making it too high.
Sequestration Deaths = 135 k or 39% by end of Oct.
