I like the idea of being able to opt out of the ads-model by paying instead. But what about the risk that this would create a two-tiered web where affluent people can surf without fear of their data being exploited and everyone else has to live with privacy breaches?

First article that actually gets at the heart of the issue. At the end of the day, FB has all the data (every click/scroll). Whether some "nefarious" party gets their hands on it is almost besides the point. The potential for power & manipulation is there. & it's not just FB.
