What is a NOTAM? It's a notice to airmen. Basically any time-critical information that can affect flight operations and the safety of flight. Very often mundane but important messages (like a runway closure) or unserviceable lights. Sometimes you get security info like this.

Pilots and dispatchers must be made aware of all relevant NOTAMs, which can be pages and pages long. It's how current operational information is communicated to aviators around the world.

Yup, they have jurisdiction over US air carriers, aircraft and pilots. While they can't close the airspace, they can ban anyone operating under their authority from operating inside of it.
