When the candidates start talking over each other, the moderators should:
1) Bring the whole thing to a dead halt
2) Give them an order in which to speak ("you, then you senator, then you Mr. Mayor," etc.)
Not complicated. You have to keep control.

Excellent idea. One debate apiece on the economy, technology/privacy, national security, foreign policy, public education, poverty and climate change. Make each run at least 90 minutes to ensure depth.

The problem is there would be lists within lists within lists because they keep attacking each other and wanting to respond.
Just add a PTI style mute function and timeouts.
