Have we (whomever "we" are) already agreed to ditch the word "mankind" too, on the premise that it's not gender neutral? I'm a native speaker and I thought the "man" in journeyman referred to a person and that it's gender neutral. Will we evict all uses of human as well?

For "at least reasonably skilled" in any context of producing any kind of artifact, I would lean toward 'maker' or 'wright', or if you want to go a bit more poetic, 'shaper'. I agree with you that 'artisan' in the US at least has become hipster-hackneyed.

Journeyperson seems to exist as a word but if you want to get your idea across I'd keep looking for something better.

A "grafter" perhaps ?? In australia we might call them a "tradie", not inherently gendered but arguably typically an abbreviation of "tradesman" rather than "tradesperson" and so...
