As far as I remember it, that tool would generate from a local folder structure, but you couldn't feed it arbitrary URLs and have it crawl down the resources. (I haven't rechecked lately.)

yes - correct. For arbitrary urls, I suppose you would need a second tool to download everything into files, first.

I don't remember. If I did something similar, it didn't spit out a chm file because I don't know what one is.
